On Wednesday, September 17, 2008 at approximately 8:00 AM., Laredo Police Department Patrol Officers, were dispatched to the area of the 4900 block of San Bernardo Ave., on a report of a male subject strangling a dog.

Upon arrival, officers observed a male subject by said location with a white “puppy” being lead by a pink belt that was being held by the male subject.

Arrested and charged with Cruelty to Animals C/A was:

Sergio Quiroz Age: 27

Suspect Quiroz was was then transported to the Webb County Jail, where a $2,000 dollar bond was set by J.P. Oscar O. Liendo.

Animal Control was called to pick up the puppy.
